New e-government solutions are improving the provision of government services on the local, state and
federal levels. More than just informational web sites, these complex online information systems

and customer-friendly system brings 36 separate job-training and education programs once administered by
five state agencies into one convenient service center. By offering services via the Internet, the site
offers 24-hour access to a wealth of information, including labor market data, state and federal job banks,
government services, veterans’ employment services, and education and training programs.
Also in Pennsylvania, CTC is providing oversight and program management services for an
innovative project within Pennsylvania’s Department of Environmental Protection (DEP). DEP has made a
major commitment to Electronic Government (E-Government), with an on-going program that has select business
functions replacing paper-based processes with automated tools to improve the way the Department operates,
serves its customers, exchanges and stores data, and ultimately protects the environment. The benefits of
the program include reduced labor hours and costs associated with manual data entry, more timely
dissemination of information, greater data accuracy, greater accessibility to environmental data,
better use of staff time and resources, and better security than paper-based processes. As part of the
program, an electronic oil and gas drilling permit system was developed. DEP’s Web-based system allows
oil and gas companies to submit their permit applications over the Internet, replacing the less efficient
paper based, U.S. mail method.
